Is code environment that clean?

Seth Godin says:

the dryest, cleanest environment of all is the digital one. Code stays code. If it works today, it’s probably going to work tomorrow.

I disagree. It is true only in one scenario: when you don’t do any changes to it. But at this point your code is basically dead.

Most of the cases are apps that need to respond for change thus need to be developed continuously. And if you don’t maintain it with care it will deteriorate and rot in time.
